ជាកិច្ចចាប់ផ្តើមលោកជំទាវរដ្ឋមន្ត្រី បានស្វាគមន៍យ៉ាងកក់ក្តៅដល់អ្នកចូលរួមទាំងដោយផ្ទាល់ និងតាមអនឡាញ ដែលលោកជំទាវបានចាត់ទុកថា សន្និសីទនេះគឺជាព្រឹត្តិការណ៍ដ៏សំខាន់មួយ សម្រាប់ការពិភាក្សាលើបញ្ហាដ៏សំខាន់ពាក់ព័ន្ធនឹងនវានុវត្តន៍ ចីរភាព និងការលើកកម្ពស់សិទ្ធិអំណាចអ្នកប្រើប្រាស់ នៅក្នុងតំបន់។

លោកជំទាវរដ្ឋមន្ត្រីបានគូសបញ្ជាក់ថា គោលគំនិតនៃការការពារអ្នកប្រើប្រាស់នៅក្នុងប្រទេសកម្ពុជា ទោះបីជានៅមានភាពថ្មីនៅទ្បើយបើប្រៀបធៀបទៅនឹងប្រទេសដទៃទៀតនៅក្នុងតំបន់ ប៉ុន្តែរាជរដ្ឋាភិបាលកម្ពុជាបានផ្តោតការយកចិត្តទុកដាក់យ៉ាងខ្លាំងលើការលើកកម្ពស់ការយល់ដឹង ការរៀបចំច្បាប់និងបទប្បញ្ញត្តិឱ្យរឹងមាំ ក៏ដូចជាការអនុវត្តគំនិតផ្តួចផ្តើមការពារអ្នកប្រើប្រាស់ផ្សេងៗទៀត តាមរយៈក្រសួងពាណិជ្ជកម្ម ដែលក្នុងនោះបង្គោលចរសំខាន់ៗរួមមាន ការប្រកាស់ឱ្យប្រើប្រាស់ដោយជោគជ័យនូវច្បាប់ស្តីពីកិច្ចការពារអ្នកប្រើប្រាស់ក្នុងឆ្នាំ២០១៩។

ថ្លែងក្នុងកម្មវិធីបើក លោកជំទាវរដ្ឋមន្ត្រី បានមានប្រសាសន៍ថា គណៈកម្មាធិការកិច្ចការពារអ្នកប្រើប្រាស់ អាស៊ាន បានដើរតួនាទីជាចំណុចបង្គោលក្នុងការអនុវត្ត និងតាមដានត្រួតពិនិត្យ កិច្ចរៀបចំនិងយន្តការក្នុងតំបន់នានា ក្នុងការជំរុញការការពារអ្នកប្រើប្រាស់នៅក្នុងសហគមន៍  សេដ្ឋកិច្ចអាស៊ាន ដោយធានាថា វិធានការការពារអ្នកប្រើប្រាស់ រួមទាំងច្បាប់ បទប្បញ្ញត្តិ និងគោលនយោបាយនានា បានរៀបចំទ្បើងនៅក្នុងបណ្តារដ្ឋជាសមាជិកអាស៊ានទាំងអស់ ដែលបង្កើនលទ្ធភាពទទួលបានព័ត៌មានរបស់អ្នកប្រើប្រាស់ និងយន្តការសម្រាប់ដោះស្រាយ  និងការពង្រឹងសមត្ថភាពស្ថាប័នផងដែរ។

មុននឹងបញ្ចប់ លោកជំទាវរដ្ឋមន្រ្តី រំពឹងថាក្នុងនាមជាប្រទេសម្ចាស់ផ្ទះរៀបចំសន្និសីទ កម្ពុជាសង្ឃឹមយ៉ាងមុតមាំនូវការផ្លាស់ប្តូរយ៉ាងផុស ផុលនូវគំនិត ចំណេះដឹង មេរៀនពិសោធន៍ និងជំនាញ និងសំណូមពរឲ្យមានការចូលរួមពិភាក្សាដោយស្មោះត្រង់និងដោយការស្ថាបនា ផ្តល់កិច្ចសហការ និងពង្រីកឥទ្ធិពលបន្ថែមទៀត។

គួរបញ្ជាក់ផងដែរថា គោលគំនិតសំខាន់នៃកិច្ចពិភាក្សារបស់ សន្និសីទស្ដីពី កិច្ចការពារអ្នកប្រើប្រាស់អាស៊ានលើកទី៤ គឺជាចំណុចនៃការស្វែងរកពីក្របខណ្ឌក្នុងការការពារអ្នកប្រើប្រាស់ដែលបានវិវត្តក្នុងយុគសម័យឌីជីថល និងសេដ្ឋកិច្ចបៃតង។ សន្និសីទនេះ បានប្រមូលផ្ដុំនូវនិយ័តករ និងពាណិជ្ជករទាំងអស់ មកជួបគ្នាដើម្បីពិភាក្សា ក្នុងការស្វែងរកបទបញ្ញត្តិក្នុងការធានាឲ្យមានសុវត្ថិភាពជូនដល់អ្នកប្រើប្រាស់ក្នុងបរិបទបច្ចេកវិទ្យាទំនើប និងកិច្ចការក្នុងការថែរក្សាបរិស្ថានផងដែរ។

(Phnom Penh): On the morning of Monday, 26 August 2024, at Sun & Moon Hotel Riverside, Her Excellency CHAM Nimul, Minister of Commerce, presided over the 4th ASEAN Consumer Protection Conference (ACPC), attended by Deputy Secretary General of ASEAN, German Ambassador to the Kingdom of Cambodia, members of the National Commission for Consumer Protection (NCCP), Chairman of the ASEAN Consumer Protection Commission (ACCP), and many stakeholders.

To begin, Her Excellency Minister warmly welcomed participants and considered that the gathering This gathering marks a significant milestone as we address the crucial issues at the heart of innovation, sustainability, and consumer empowerment in our region.

Her Excellency Minister stated that the concept of consumer protection in Cambodia, although relatively new in development but the Royal Government of Cambodia places great emphasis on promoting awareness, developing robust laws and regulations, and implementing consumer protection initiatives through the Ministry of Commerce, with key milestones, among many, the successful promulgation of the Law on Consumer Protection in 2019. Speaking at the opening ceremony, Her Excellency Minister stated that the ASEAN Consumer Protection Committee (ACCP) has served as the focal point in implementing and monitoring regional arrangements and mechanisms to foster consumer protection in the ASEAN Economic Community, ensuring that consumer protection measures—including laws, regulations, and policies—are in place and aligned in all ASEAN Member States, enhancing consumers’ access to information and mechanisms for consumer redress while also strengthening institutional capacity.

Lastly, As the host country for this conference, Her Excellency Minister hopes that Cambodia eagerly anticipates a dynamic exchange of ideas, knowledge, lessons learned and expertise and encourage to engage in frank and constructive dialogues, extend our collaboration, and amplify impact.

It should also be noted that the 4th ACPC is exploring how consumer protection frameworks can foster innovation while safeguarding consumer interests in the evolving digital and green economies. The conference brought together regulators and businesses to discuss how adaptive regulations can drive technological and environmental progress without compromising consumer safety.
