ជាកិច្ចចាប់ផ្តើម លោកជំទាវរដ្ឋមន្ត្រី បានវាយតម្លៃខ្ពស់ចំពោះ វិទ្យាស្ថានស្រាវជ្រាវសេដ្ឋកិច្ចអាស៊ាននិងអាស៊ីបូព៌ា (ERIA) ដែលបានរៀបចំសិក្ខាសាលាដ៏មានសារៈសំខាន់នេះឡើង ដែលនឹងផ្តល់ឱកាសឱ្យមានកិច្ចពិភាក្សាដ៏ស៊ីជម្រៅមួយដោយផ្តោតលើអនាគតនៃសេដ្ឋកិច្ចឌីជីថលនៅកម្ពុជា និងវិធីសាស្រ្តដែលអាចឱ្យយើងប្រើប្រាស់ធនធានប្រកបដោយប្រសិទ្ធភាព នៅមជ្ឈមណ្ឌលនវានុវត្តន៍ ឌីជីថល និងសេដ្ឋកិច្ចប្រកប ដោយចីរភាពរបស់វិទ្យាស្ថាន ERIA ដើម្បីទាញយកអត្ថប្រយោជន៍ពីសក្តានុពលនៃបច្ចេកវិទ្យាឌីជីថល សម្រាប់ការលើកកម្ពស់សេដ្ឋកិច្ច-ពាណិជ្ជកម្មនៅកម្ពុជា។

ថ្លែងក្នុងពិធី លោកជំទាវរដ្ឋមន្ត្រីបានគូសបញ្ជាក់ថា វិស័យពាណិជ្ជកម្មតាមប្រព័ន្ធអេឡិចត្រូនិក (E-Commerce) និងពាណិជ្ជកម្មឌីជីថល (Digital Trade) នៅកម្ពុជាកំពុងមានសកម្មភាពភាពរស់រវើក និងមានការរីកចម្រើនមិនធ្លាប់មានពីមុនមកក្រោយពេលជម្ងឺឆ្លងរាតត្បាតកូវីដ-១៩ បានផុតរលត់ទៅ ដែលបានឆ្លុះបញ្ចាំងពីថាមវ័ន្ត និងភាពធន់រឹងមាំនៃសេដ្ឋកិច្ចកម្ពុជា ដែលការរីកចម្រើនធំធាត់នៃវិស័យនេះ ត្រូវបានជំរុញនិងគាំទ្រដោយសហគ្រិនដែលមានគំនិតច្នៃប្រឌិត ប្រជាជនវ័យក្មេង និងការកើនទ្បើងនូវកម្រិតអន្តរទំនាក់ទំនងឌីជីថល (Digital Interconnection)។

លោកជំទាវរដ្ឋមន្រ្តីបន្តថា រដ្ឋាភិបាលបានដាក់ចេញនូវក្របខ័ណ្ឌគោលនយោបាយសេដ្ឋកិច្ច និងសង្គមឌីជីថលកម្ពុជា ២០២១-២០៣៥ និងគោលនយោបាយរដ្ឋាភិបាលឌីជីថលកម្ពុជា ២០២២-២០៣៥ ក្នុងគោលបំណងទាញប្រយោជន៍ពីបច្ចេកវិទ្យាក្នុងការជំរុញប្រសិទ្ធភាពសង្គមនិងសេដ្ឋកិច្ច ដែលតាមរយៈក្របខ័ណ្ឌ និងគោលនយោបាយទាំងនេះ រាជរដ្ឋាភិបាលបានកំណត់គោលដៅ សំខាន់ៗចំនួនប្រាំរួមមាន៖ (១). ការកសាងរដ្ឋាភិបាលឌីជីថល និងពលរដ្ឋឌីជីថល (២).ការអភិវឌ្ឍសេដ្ឋកិច្ចឌីជីថល ធុរកិច្ចឌីជីថល ពាណិជ្ជកម្មតាមប្រព័ន្ធអេឡិចត្រូនិក និងប្រព័ន្ធនវានុវត្តន៍ ឌីជីថល (៣). ការកសាង និងអភិវឌ្ឍហេដ្ឋារចនាសម្ព័ន្ធឌីជីថល(៤). ការកសាងភាពជឿទុកចិត្តក្នុងប្រព័ន្ធឌីជីថល និង (៥). ការអភិវឌ្ឍបច្ចេកវិទ្យាហិរញ្ញវត្ថុ។

ដើម្បីទាញយកអត្ថប្រយោជន៍ពីបរិវត្តកម្មឌីជីថលតាមរយៈមជ្ឈមណ្ឌល E-DISC ក្នុងសិក្ខាសាលានេះ ក៏ដូចជា នៅក្នុងការចូលរួមនាពេលអនាគតបន្តទៀត លោកជំទាវរដ្ឋមន្ត្រី បានផ្តល់នូវអនុសាសន៍ដូចខាងក្រោម៖ (១). ត្រូវបង្កើនការយល់ដឹងរួមរបស់យើង អំពីប្រព័ន្ធអេកូទ្បូស៊ីឌីជីថលនៅកម្ពុជា និងនៅក្នុងបណ្តាប្រទេសអាស៊ានដទៃទៀត (២). ត្រូវមានសមត្ថភាពលើកកម្ពស់គោលនយោបាយនវានុវត្តន៍ ដែលសម្រួលដល់ ការរីកចម្រើននិងការអភិវឌ្ឍឧស្សាហកម្ម និងក្រុមហ៊ុននានានៅក្នុងសេដ្ឋកិច្ចឌីជីថល (៣). ត្រូវដោះស្រាយបញ្ហាប្រឈមដែលម្ចាស់ធរុកិច្ចបាននឹងកំពុងជួបប្រទះ តាមរយៈគំនិតផ្តួចផ្តើមមូលដ្ឋាន ដោយប្រើចំណេះដឹង និងជំនាញដែលទទួលបានពីសិក្ខាសាលានេះ ដោយចាប់យកប្រព័ន្ធអេកូទ្បូស៊ីសេដ្ឋកិច្ចឌីជីថល ឱ្យបានកាន់តែទូលំទូលាយ។

(Phnom Penh): On the morning of Monday, 2 September 2024, at the Hyatt Regency Phnom Penh, Her Excellency CHAM Nimul, Minister of Commerce, presided over the opening ceremony of the workshop on “Cambodia’s Digital Economy and Engagement with E-DISC (ERIA Digital Innovation and Sustainable Economy Center),” which was attended by numerous participants from line ministries and stakeholders.

In her remarks, Her Excellency Minister expressed her sincere appreciation to ERIA for organizing an insightful discussion focused on the future of Cambodia’s digital economy and how we country can effectively utilize the resources available at the ERIA Digital Innovation and Sustainable Economy Centre (E-DISC) to leverage the potential of digital technologies for trade and economic enhancement in Cambodia.

Speaking at the ceremony, Her Excellency Minister noted that the e-commerce and digital trade sectors in Cambodia are currently experiencing significant growth following the COVID-19 pandemic, highlighting the dynamism and resilience of the country’s economy. This sector’s is driven by innovative entrepreneurs, a young population, and an increasing level of digital interconnectedness.

Her Excellency Minister added that the Royal Government of the Kingdom of Cambodia has introduced the Cambodia Digital Economy and Society Framework 2021-2035 and the Cambodia Digital Government Policy 2022-2035 with the objective of utilizing digital technology to enhance societal and economic efficiency that this administration has established five goals based on these frameworks: (1). gital government and citizens; (2). digital economy, business, e-commerce, and innovation system; (3). gital infrastructure; (4). digital system trustworthiness; and (5). financial technology.

To leverage the potential of the digital revolution through the E-DISC, in this workshop as well as in future participation, Her Excellency Minister made the following recommendations: (1). to improve our collective comprehension of the digital ecosystems in Cambodia and other ASEAN countries; (2). to promote policy innovation that facilitates the growth and development of our industries and firms in the digital economy; (3). to address the challenges that business owners face through practical initiatives by applying the knowledge and skills gained from this workshop, thereby adapting to broader digital economic ecosystems.
